CALL FOR TENDER FOR WEBSITE DEVELOPERS TO BUILD AN ONLINE PLATFORM ON DISABILITY AND SEXUALITY

Call for tender for website developers to build an online platform on disability and sexuality

Fondacioni Se Bashku/Together Foundation with the support of UNFPA Albania, wants to build an online safe and inclusive space where persons with disabilities can explore their sexual identity and learn from ready available information and also exchange experiences and challenges with peers and professionals and address intersection of disability with gender based-violence (GBV), gender stereotypes and harmful practices through an online forum and platform, tentatively within December 2025. The platform will promote bodily autonomy, gender equality and sexual rights and education for all.

UNFPA Albania – Since 1989, UNFPA has assisted Albania to improve reproductive and sexual health, combat GBV and harmful practices, alongside population development strategies and policies to ensure no one is left behind. Key programmes contribute to public sector reform for accession to the European Union (EU), one of Albania’s main priorities.

Fondacioni Se Bashku/Together Foundation is a disabled led organization that focuses on the promotion of the rights of persons with disabilities in compliance with the UN Convention on the Rights of Persons with Disabilities.

The online platform should support and include:

  1. Be an integral part of the organisation’s existing website: https://sebashku.org/
  2. It will aim to host a lot of information such as fact sheets that will be in the form of : a series of concise and expert led information on important matters related to disability and sexuality, gender-based violence, harmful gender stereotypes, and their impact on persons with disabilities, particularly women and girls. These pieces of information will updated regularly.
  3. FAQs: a dedicated space to collect the most frequently asked questions by persons with disabilities on sexuality and disability, bodily autonomy, consent, GBV, and harmful gender-based practices that impact persons with disabilities.” and responses that are factual and expert led.
  4. Myth Buster: a dedicated section where the most common myths on sexual and reproductive health and rights for persons with disabilities, including those rooted in gender stereotypes and ableist beliefs that undermine autonomy and reinforce GBV or harmful practices.” will be discussed and busted.
  5. Forum: a space where persons with disabilities can discuss personal challenges, dilemmas, curiosity, experiences they have and either confront them through peer support/receive feedback from other persons with disabilities, gender-based discrimination, harmful practices or violence and or request the feedback of an expert. In the forum, we want sensitive topics to be anonymous and with registration options so that only those really interested can access the forum. The questions and responses remain in the library of the forum so that they can serve other users in the future.

Mandatory criteria for accessibility

The online platform should include the best standards of digital accessibility for persons with disabilities and hence experience with accessible websites for persons with disabilities is crucial in the selection of the developer. The platform should consider intersectional vulnerabilities including gender-based barriers, especially affecting women and girls with disabilities, in accessing sexual and reproductive health information safely.

Some of the accessible elements include but are not exhaustive of the following elements:

  • text with contrast and that can be magnified and with illustrative designs;
  • audio text for blind people;
  • easy to read text for those with intellectual disabilities;
  • the platform should be readable through text-to-speech and speech to text software;

Who is eligible to apply:

  1. Developers with at least 5 years demonstrated experience in building websites that include features of forums and other interactive elements in Albanian language.
  2. Proficiency in English is an asset.
  3. Developers with some knowledge of building websites accessible for persons with disabilities would be preferrable.
  4. Developers that are legally registered in their country of origin.

 We encourage applications that contain innovative ideas and solutions to make sexual and reproductive health information accessible for Albanian disabled people to ensure no one is left behind
